What Is CCA?

Community Choice Aggregation (CCA) programs allow local governments to purchase power on behalf of their residents, businesses, and municipal facilities from an alternative energy supplier—while still relying on their existing utility for transmission and distribution services.

By aggregating demand, communities gain leverage to negotiate more competitive electricity rates and choose greener power sources than what’s typically offered through the default utility.

CCA programs are currently authorized in:
California, Illinois, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Rhode Island, and Virginia.

As of 2022, approximately 5.7 million customers procured 14.6 billion kWh of electricity through CCAs—demonstrating the growing momentum behind community-driven energy solutions. 

How Do CCAs Work?

In states with enabling legislation, local governments must first hold public hearings and pass an ordinance authorizing the creation of a CCA program. Once approved, eligible customers—residents, businesses, and municipal accounts—can participate voluntarily.

Most CCA programs use an opt-out model, where customers are automatically enrolled but can choose to remain with their current supplier. Others use an opt-in model, where customers must proactively sign up.

Customers enrolled in a CCA continue to receive the same delivery, reliability, and billing from their local utility—the only difference is who supplies the electricity and how it’s sourced.

With the collective purchasing power of entire communities, CCA rates are often 15–20% lower than standard retail electricity prices, depending on market conditions.
