
35% Increase in United Illuminating’s Summer 2023 Residential and Commercial General Service Default Service Rates

United Illuminating (UI) has recently submitted its revised default service rates to the Connecticut PURA, set to take effect from July 1, 2023. Let’s break down the changes to make them easier to understand:
Residential (Rate R) Standard Service Rate:
- From July 1 to December 31, 2023, the UI residential (Rate R) Standard Service rate will be 14.3344¢/kWh. This rate is 35% lower than the current UI Rate R rate of 21.9429¢/kWh.
- However, compared to the same period in 2022, which had rates of 10.624¢/kWh, the 2023 UI residential (Rate R) Standard Service rate is 35% higher.
It’s worth noting that all the Standard Service rates mentioned in this article include the Bypassable FMCC, which is currently zero and is expected to remain so.
As of now, there are several competitive retail suppliers listed on CT Energy Info offering fixed residential plans (not for an ultra-long duration) that are still approximately 20% lower than the new residential price to compare. Additionally, numerous suppliers are providing rates around 1¢ below the new PTC (about 7% lower than the new PTC). Keep in mind that residential supplier offers in Connecticut generally do not have early termination fees. The new UI rates were published earlier today.
General Service (GS) Standard Service Rate:
- On January 1, 2023, the UI Rate GS Standard Service rate will decrease by 31% to 14.3668¢/kWh from the current rate of 20.9663¢/kWh.
- However, when compared to the rates from July 1, 2023, to December 31, 2022, which stood at 10.624¢/kWh, the 2023 UI Rate GS Standard Service Rate (Rate GS) is 35% higher than the same period in 2022.

Peak and Off-Peak time-of-use rates are charged to UI business customers taking service under Rates GST and LPT.
Peak rates are charged from 10 a.m. to 6 p.m. on weekdays or about 24% of total weekly hours.
Off-Peak rates are charged from 6 p.m. to 10 a.m. on weekdays and all weekend hours or about 76% of total weekly hours.
*Monthly demand of less than 500kW.
